Action that claims Balancer Governance token and then transfers it to proxy for further use if needed.
If liquidityProvider and to aren't the same address, user needs to approve DSProxy to pull tokens from liquidityProvider address
address liquidityProvider - The address of the liquidity provider that the tokens are claimed for
address to - The address to which to send Balancer tokens to
uint256[] week - List of weeks for which to claim balancer tokens for
uint256[] balances - Amounts of balances to claim
bytes32[][] merkleProofs - Array of bytes32[] merkle proofs
Week, balances and merkleProofs arrays need to be the same length, and each same indice in arrays are corresponding
